What Success Looks Like In This Job

Supervise staff and facilitate the development, implementation, customization, and maintenance of custom and third-party enterprise applications and data systems to support Adams County Human Services business objectives.

Examples of Duties for Success

  • Supervise and perform a variety of complex and technical duties in the design, development, testing, implementation and maintenance of software applications and data systems.
  • Supervise the administration of complex, commercial off-the-shelf software applications.
  • Manage projects with little to no supervision while adhering to county standards and procedures.
  • Supervise staff in assisting users with implementation-related tasks, including installation, training, troubleshooting and documentation.
  • Maintain current working knowledge of all assigned applications systems and peripheral technology.
  • Solve unique and complex problems that have a broad impact on county business.
  • Research and recommend technology to enhance county business processes.
  • Champion innovation.
  • Ability to work under pressure and exacting schedules to complete assigned tasks.
  • Perform other related duties and responsibilities as required.

  • Thorough understanding of complete application development life cycle.
  • Thorough understanding of structured programming principles, system analysis techniques, system design, industry standards, system implementation, and continuous improvement methodologies.
  • Advanced knowledge of database design and programming using MSSQL (TSQL).
  • Ability to recognize and resolve system related problems, work independently, and make necessary decisions following policies and guidelines.
  • Perform multiple tasks concurrently and respond to emergency situations effectively.
  • Ability to supervise a team of professionals performing a variety of technology related tasks and projects.
  • Application and programming-related skills: Experience with Azure stack, C#, ASP.NET, VB, PowerApps, Power BI and MSSQL (TSQL) is required. Experience with OpenText eDocs DM, Kofax Capture and KTA, and/or Ultimus would be a plus.
More Qualifications for Success

  • Experience: Six (6) years of continuous, related experience, including four (4) years of experience supervising application development professionals.
  • Education and Training: Bachelor's Degree from an accredited college or university in Computer Science or a related field.
  • License or Certificate: None.
  • Background Check: Must pass a criminal background check.
